The shuttered Robbins Resource Recovery Center, a former 16-acre waste-to-energy incinerator facility featuring seven existing structures, is currently being marketed as a potential data center redevelopment site listed for $25 million to $30 million.

While the project remains in the early discovery phase without a named developer or official project title, property owner Paul Duggan has drawn interest from at least five prospective buyers, envisioning a site layout that could accommodate up to three new data center buildings or a single large-scale facility for a hyperscale tenant. The site is supported by existing high-capacity natural gas infrastructure and a legacy direct connection to ComEd's power grid from the former 55 MW power plant.

Site History


Situated along the Cal-Sag Canal, the seven-building, 16-acre site originally opened in 1997 as a waste-to-energy plant processing over 1,000 tons of trash daily. It closed just three years later in 2000 following the loss of state tax subsidies. After remaining idle for two decades, the property was briefly considered for a natural gas and fertilizer plant in 2021 before transitioning to its current focus on data center redevelopment.
