Go to PodcastLEG Centrum, a developer that entitles sites and delivers them as powered land or powered shells, plans a data center on the former Standards Testing Laboratories property on Harsh Avenue SE. The site sits south of Washington High School, next to the Crown Cork & Seal plant, and holds two existing laboratory buildings. The data center would use about 5,000 gallons of water a day.
The project needs the city to rezone the land from I-1 to I-2 industrial. The Planning Commission endorsed the change, and City Council expects to debate it for several weeks after a public hearing on December 14, 2026.

LEG Centrum is a privately held company based in Westlake, Ohio. It finds and controls sites, manages zoning, permitting and municipal approvals, and plans the power and utility infrastructure a site needs. It then delivers each project as entitled land, powered land, or a completed powered shell ready for fit-out.
In 2026, LEG Centrum proposed a data center at a former testing laboratory at 1835 and 1845 Harsh Avenue SE in Massillon, Ohio, a site of about 10 acres that it is in line to buy. The Massillon Planning Commission recommended rezoning the site for heavier industrial use in October 2026.
