The facility previously operated as the Commonwealth Enterprise Solutions Center (CESC) for the Virginia Information Technologies Agency (VITA), which moved its operations out in 2022. Its operational history includes being run by Northrop Grumman on behalf of VITA and being owned by COPT Data Center Solutions. The site was last purchased in 2017 for $44 million by an entity connected to the New York-based financial firm Global Securitization Services.
