Sailfish: Project Panther

Year Planned: 2029
Utility Provider: Oncor
Lot Size: 300 acres

Project Panther is a proposed data center on 300 acres in southern Hood County, Texas, about 7 miles southeast of Tolar. It covers the southeast part of the ranch tract at 8105 Paluxy Highway (FM 51), between the Comanche Circle ranch tracts.

Plan. Sailfish affiliate Panther Generation LLC filed the concept plan in March 2026. It shows four data halls of about 300,000 sq ft each, set in two pairs, with two detention ponds. An on-site septic system and a groundwater well would serve the site. Access runs from FM 51 over an easement across land the seller keeps. The plan is not phased.

Power infrastructure. Oncor's 345 kV Comanche Switch to Comanche Peak line crosses the site between the two pairs of halls.

Status. The Commissioners Court held a hearing on the plan in April 2026 but never voted, and the Development Commission recommended rejection. The county denied Sailfish's on-site permit submission. On October 13, 2026, commissioners denied the appeal and rejected a settlement covering Comanche Circle, Lion and Panther. The 2026 tax roll still lists the ranch family as owner.
