RHAELM: Chiba Campus

Site planned for 2028 and has expansions through 2029

The Chiba AI data center campus, developed under a partnership between JERA, Dell Technologies, and Rhaelm, is a behind-the-meter AI infrastructure project planned at JERA’s Chiba Thermal Power Station.

It will deliver large-scale AI compute capacity using Dell’s standardized rack-scale infrastructure, powered directly by the adjacent 4.38 GW LNG-fired plant. Targeting operations around 2028 with an estimated total investment of $15 billion, the facility is designed as a model for sovereign AI infrastructure that can be replicated across other JERA sites, aiming for a multi-gigawatt footprint in Japan by the 2030s.
