Tract: Project West

The Norwalk City Council has approved a development agreement with Tract, a data center park developer, for a 282-acre site known as "Project West." While the city is preparing the land for a potential future data center campus, any actual building project will still require an entirely separate review process involving state, federal, and community approvals.

The project anticipates a $12 billion total investment with no tax incentives, and once fully operational, it is expected to generate $15 million in annual property tax revenue while creating 600 construction jobs and 80 high-quality, full-time positions. Additionally, Tract is funding $8.2 million in local water and street infrastructure, allowing Norwalk to reinvest an extra $20 million into community growth.

Despite some resident pushback regarding environmental health and potential utility rate spikes, city officials dismissed these concerns as misconceptions, noting that Iowa utility rates are strictly regulated and that expanding the commercial tax base is the most effective way to protect homeowners from property tax increases.
