QTS Data Centers is developing a nine-building hyperscale campus on roughly 400 acres near Hands Mill Highway and Campbell Road in the Clover area of York County, north of Rock Hill and just south of Lake Wylie. The company acquired the land in 2023 (originally zoned industrial) for about $11.2 million under the codename "Project Cobra," and describes the buildout as an approximately $8 billion investment.

Construction began in 2025. Phase 1 consists of four buildings on about 109 acres, with the first building expected to be operational by 2028. A second round of construction is slated to begin in 2027 so the phases overlap; Phases 2 and 3 add five more buildings on a timeline still being determined.

The campus uses a closed-loop cooling system that, after an initial fill of roughly 600,000 gallons, recirculates the same water for the life of the system rather than continuously consuming it. Power is delivered through York Electric Cooperative, with wholesale supply arranged via Central Electric Power Cooperative from the Duke Energy balancing authority serving the area. QTS does not publicly disclose the campus's power capacity; industry reporting has described it as hundreds of megawatts. At full buildout QTS expects roughly 200 permanent on-site jobs plus about 1,000 construction jobs.

QTS Data Centers is a privately held data center company owned by funds managed by Blackstone, with corporate headquarters in Overland Park, Kansas. It provides colocation, custom data center and managed services, along with carrier-neutral connectivity across its platform.

QTS operates sites in the United States and in the Netherlands. The company expanded its footprint with acquisitions in Chicago and Princeton in 2014, added government and managed hosting capabilities with the Carpathia acquisition in 2015, and entered the Netherlands market in 2019. QTS became a public company in 2013 and was taken private in 2021.
