Developer Atmoss LLC has withdrawn its rezoning application for the second phase of "Project Anthem," a massive data center development in Tulsa, Oklahoma. The request involved rezoning 375 acres of land adjacent to the project's 340-acre first phase, which already broke ground, as a $1 billion AI-optimized facility for Meta.

While the Tulsa City Council recently implemented a nine-month moratorium on new data center projects due to resident concerns over environmental impact, energy grid strain, and property values, Project Anthem was explicitly exempted from the restriction. Although Atmoss chose to halt its plans for now, city officials indicated the developer is simply exploring its options and that phase two remains a possibility for the future.
