The East Vincent Township supervisors unanimously rejected Pennhurst Holdings LLC’s conditional-use application for a massive data center campus on the 125-acre former Pennhurst State Hospital site.
The proposed project featured five two-story buildings totaling 1.9 million square feet, a five-acre substation, and a 550-megawatt natural gas power plant. It faced months of intense community opposition over its heavy water and electricity demands, noise and air pollution, and proximity to the Southeastern Veterans’ Center. Ultimately, the township defeated the plan by citing zoning non-compliance and deficient impact data rather than passing a restrictive ordinance, though the developer plans to appeal the decision in the Chester County Court of Common Pleas.
