  • April 16, 2025: LS Power filed with FERC to colocate a behind-the-meter data center with the Doswell plant under a five-year PPA. Original concept was up to five buildings, growing one per year.
  • April 4, 2025 (regulatory): Old Dominion Electric Cooperative (ODEC) protested the PJM necessary studies agreement, citing reliability and cost-allocation concerns from diverting power off the PJM grid.
  • December 2025: Conditional use permit application filed with Hanover County for the 205-acre site at 10165 Old Ridge Road, including a special exception request for buildings up to 85 ft tall.
  • April 2026: DCD coverage confirmed Hanover County site plans now show four data center buildings. Hanover County is concurrently weighing a higher tax rate on data center equipment.
