The project represents an investment of around NT$3.3 billion (US$101m), with operations expected to begin in the second half of 2028. vIn August, Chief Telecom said prospective clients had signed letters of intent covering more than 50 percent of the facility’s available capacity.

Founded in 1991, Chief Telecom operates four data centers in Taipei and provides cloud and networking services. Owned by Chunghwa Telecom, it also runs the Taipei Internet eXchange (TPIX). Chief opened its 20MW Liyuan 2 (LY2) facility in late 2024. The seven-story site spans 160,000 sq ft (14,865 sqm) and supports air and liquid cooling, with rack densities of 10–150kW.
