The $1 billion data center development is located at the Port of Little Rock on approximately 383 acres of heavy industrial-zoned land. The project is fronted by Willowbend Capital LLC, a shell entity managed by Michael J. Montfort, who is also linked to a confirmed Google data center in West Memphis.

The first phase consists of a 300,000-square-foot facility supported by the construction of the new 6,500-foot Riverport Road. In exchange for the investment and the creation of 50 high-salary jobs, the city granted a 65% property tax abatement for 30 years and reduced utility franchise fees, while the developer agreed to a $300,000 annual "city enrichment" payment.
