Data Center Campus
Google's planned hyperscale campus on about 282 acres between Haggerty and Hannan roads, north of I-94 in Van Buren Township, Michigan, developed by Panattoni as Project Cannoli. Construction is set to start in 2026, with buildings planned through 2030.
Google's Project Cannoli campus sits on about 282 acres in Van Buren Charter Township, Wayne County, Michigan, about 4 miles west of Detroit Metropolitan Airport. Haggerty Road bounds it on the west and the I-94 North Service Drive on the south. Hannan Road bounds it on the east, with I-275 and Wayne County Community College to the north. Main access is off the I-94 North Service Drive.
Land and development. Triple Creek Associates LLC owns the 38 parcels. Panattoni's PDC VBT, LLC holds an option to buy them and leads the development. Walbridge is general contractor and Kimley-Horn is site engineer. In March 2026 Google confirmed it is the end user and will own and operate the campus. The plan keeps about 130 acres (46%) as open space and fills 13.55 acres of wetland, subject to an EGLE permit. The land is zoned M-1 and C-1, where data centers are a by-right use.
Approvals. The Planning Commission granted preliminary site plan approval 5-2 on February 11, 2026. It approved the DTE/ITC substation plan on May 13, 2026. The township board signed a four-phase development agreement on May 19, 2026, and approved a property tax abatement. On October 1, 2026, the Michigan Public Service Commission approved DTE Electric's supply contracts with Google (Case U-22058). The same day, the Wayne County Commission overrode the county executive's veto of the project incentives. The Planning Commission approved the final site plan 5-1 on October 14, 2026.
Power and utilities. DTE Electric serves the campus at 345 kV. ITC is building a 345 kV switching station on a 9-acre pad by Haggerty Road. It cuts in the Brownstown-Wayne #1 and #2 lines (MISO MTEP project 51220), with two underground 345 kV feeds along the I-94 Service Drive and Tyler Road. Google will build and own two substations on site. Backup comes from 24 Tier 4 emergency generators and 228 battery power conditioning units, which replaced an earlier 156-generator layout. Under a Clean Capacity Accelerator Agreement, Google pays DTE to build up to 1,600 MW of renewables and 480 MW of battery storage. Water comes from the Great Lakes Water Authority through the 42-inch main at Tyler and Haggerty roads.
Opposition. Residents gathered more than 1,400 petition signatures against the project. In June 2026 the Wayne County Election Commission approved recall-petition language against township officials.
