Rowan plans to develop a 1.125 million sq ft (104,515 sqm) data center complex totaling four buildings. Construction is slated to begin in 2024.

Percheron is situated in the Columbia River Gorge area of Oregon, a primary fiber corridor and a data center hub. The multi-building data center campus will be situated on 275 acres, a portion of which will be set aside for preservation. The campus is adjacent to high-voltage power infrastructure and right-of way and will offer a notable power capacity of 300 MW by mid-2027. The site enjoys proximity to multiple fiber providers within a 20-mile radius, and water served from the nearby Port of Morrow.

The project parcel is located about 5,000 feet from the PGE Carty generating plant site and adjacent to an existing 230 kV transmission line right of way (ROW). The existing 230-kV transmission line runs about 1.6 miles along the western boundary of the project parcel and Tower Road.

Rowan Digital Infrastructure is a US data center developer that designs and delivers hyperscale campuses for large cloud and AI customers. The company is part of Quinbrook Infrastructure Partners and began in 2020 as a joint venture with Birch Infrastructure, and has been referred to as Rowan Green Data.

Its current US pipeline includes three campuses at the Quantum Frederick park in Maryland, the Cinco campus near San Antonio, Texas, a site in Temple, Texas, and the Percheron campus in Oregon. Verified capacity figures include a 300 MW Percheron plan in Morrow County, Oregon, and a 300 MW Cinco campus in Medina County, Texas.
