The planned development of a data center on approximately 300 acres of land in Preble County, Ohio, was halted after the property owners withdrew their application to rezone the agricultural land to limited industrial use. The withdrawal, which occurred on September 29, 2025, came just two days before a scheduled vote by the Preble County Board of Commissioners, following an overcrowded public hearing in early September where significant local opposition to the project was voiced.
The developers, PRSM, a land development company specializing in digital infrastructure, stated that the process requires a "different approach" and indicated they may re-evaluate and re-apply in the future.
PRSM Group is a specialized real estate development firm focused on the acquisition, assemblage, and development of land for hyperscale data centers. The company operates in key U.S. markets, including Virginia, Ohio, New Jersey, North Carolina, and South Carolina. Founded in 2022 as a brokerage group, PRSM Group has since expanded its scope to become a development partner for over 700 acres of active data center sites.
The company's portfolio encompasses a variety of property types, such as greenfield and brownfield sites, former industrial properties, and adaptive reuse opportunities. PRSM Group collaborates directly with landowners, municipalities, utility providers, and hyperscale operators. The firm manages the full development lifecycle, which includes site selection, due diligence, environmental and regulatory approvals, infrastructure for fiber and power, and full entitlement execution.
