Overview

Project Jupiter is a hyperscale AI data center campus in Santa Teresa, Doña Ana County, New Mexico, on the New Mexico side of the El Paso metro, along NM-136 (Pete V. Domenici Highway) leading to the Santa Teresa Port of Entry. It is one of the flagship sites in OpenAI's roughly $500 billion Stargate program.

Parties

  • Developer: BorderPlex Digital Assets (Austin) with STACK Infrastructure (Colorado)
  • Tenant and operator: Oracle (Oracle Cloud Infrastructure), 18-year lease
  • Primary client: OpenAI
  • Host: Doña Ana County, New Mexico

Profile

  • Site: about 1,400 acres; initial phase of up to four data center buildings
  • Investment: $50 billion over the first five years, up to $165 billion over 30 years
  • Power: on-site natural gas generation (see Self Generation), behind-the-meter
  • Cooling: closed-loop, low-water design (about 20,000 gallons/day average)
  • Jobs: roughly 2,500 construction, 750 permanent

Status

Construction began in September 2025 along the state highway to the Santa Teresa Port of Entry, targeting initial operations in Q4 2026; by spring 2026 the site had 1,200-plus workers and 1,600-plus daily onsite personnel. The project is contested: a nonprofit and two residents sued the county over the $165 billion industrial-revenue-bond and tax-rebate approval, and the New Mexico State Land Office denied the Green Chile gas pipeline's right-of-way, though the BLM later approved a federal-land route. In July 2026 Oracle released revised energy plans projected to cut NOx emissions about 92%.
