OpenAI Reshuffles Leadership Amid Data Center Strategy Reset

OpenAI and Oracle are teaming up to build a $165 billion data center called Project Jupiter in Santa Teresa, New Mexico, near El Paso. This massive facility is a key component of OpenAI's ambitious $500 billion Stargate Project—a decade-long push to construct the infrastructure necessary for artificial intelligence.
While the project was originally proposed by BorderPlex Digital Assets and Stack Infrastructure, OpenAI has now confirmed that the two tech giants are the primary developers. The Doña Ana County Board of Commissioners approved the incentive deal for Project Jupiter, which mandates a $50 billion investment over the first five years and a total commitment of up to $165 billion over 30 years.
Located near the US-Mexico border (by Pete Domenici Highway and New Mexico Highway 136), the facility will create 2,500 construction jobs and 750 permanent, full-time positions. The initial phase will include up to four buildings, with operations expected to begin before the end of 2026.
