The proposed $1.7 billion data center campus in South Annville Township, Lebanon County, Pennsylvania, has been officially withdrawn by its developer, Inch & Company.

The project, structured as a joint venture with Eastern Land & Resources, had envisioned five facilities totaling approximately 640,000 square feet across a 100-acre site near Mt. Pleasant Road. Planned for execution in three phases between 2027 and 2029, the campus was projected to generate over $17 million in annual tax revenue to be shared among Lebanon County, the local school district, and the township.

In pitching the development, Inch & Co. had argued that while surging data center growth across the 13-state PJM region is driving up regional electric rates, hosting the site locally would provide the township with a substantial tax offset to mitigate those rising costs—an economic benefit that would otherwise be lost to a competing municipality.

However, the proposal faced intense local opposition. After a grassroots petition gathered over 500 signatures and the township planning commission voted unanimously against the required rezoning, the developers formally withdrew their application in May 2026.
