The data center is being developed on a 28.6-hectare site between the former sugar factory and the Salo police station, fronting Merikulmantie. Land, zoning and permitting were secured by Finnish developer Regant Oy, which assembled the site through its project company Regant DC1 Oy and is building the facility for atNorth. The building permit was granted in December 2025 and is now legally final, and the project is proceeding without an environmental impact assessment.
