Project Spectrum is a $5 billion Amazon AWS data center campus on approximately 1,265 acres in Hood County, Texas, adjacent to Vistra's Comanche Peak Nuclear Power Plant (which sits just across the county line in Somervell County). Amazon has secured a 20-year Power Purchase Agreement with Luminant (Vistra subsidiary) for up to 1,200 MW of carbon-free, "behind-the-meter" nuclear electricity, with an option to extend an additional 20 years. Note: Vistra has not officially confirmed Amazon as the counterparty; its SEC filing lists the customer as undisclosed. Amazon-as-buyer has been reported by Hood County News, DCD, and WFAA.

The initial phase was submitted to the ERCOT interconnection queue in February 2026 at 600 MW. The first stage includes up to 18 two-story buildings across roughly 435 acres, with construction expected to break ground in early 2027 and initial energization by late 2027 when PPA delivery begins. Full PPA capacity is expected to be reached by 2032. The facility features specialized noise mitigation and a grid-priority agreement to shed load during ERCOT power emergencies.

Tax abatement structure with Hood County: $2.5 million payment at groundbreaking plus $300,000 per building per year.
