Overview
Amazon Data Services (AWS) plans a multi-building data center complex on land leased from Vistra's Comanche Peak Power Company, south-east of Comanche Creek Reservoir beside the Comanche Peak Nuclear Power Plant near Glen Rose, Somervell County. A county tax-abatement application describes up to 18 two-story buildings on about 435 acres and about $5 billion of investment.
Power
The complex will take power directly from Comanche Peak (two units, about 2,400 MW) over Amazon-owned lines, behind the plant's ERCOT settlement meter, under a 20-year PPA with Vistra. Vistra and Amazon filed for PUCT approval of the net-metering arrangement (Docket 59399, ERCOT request LLI-2048). ERCOT recommended approval with curtailment conditions in October 2026. Amazon will install backup generation at least equal to its load, not synchronized to the grid.
Utility
Oncor is the transmission service provider for the plant interconnection. The site lies in an area dually certificated to United Cooperative Services and TNMP.
Incentives
Somervell County approved a Chapter 381 agreement on February 12, 2026. It grants Amazon 90% of county property taxes for 15 years. Amazon pays $2.5 million after construction starts and $300,000 a year per completed building, invests at least $1 billion by 2028 and creates 300 jobs by 2030. Sound at the property line is capped at 65 dBA.
History
Amazon first pursued "Project Spectrum," a 21-building plan on about 1,265 acres at 2300 Coates Road in neighboring Hood County. Hood County approved the concept plan in May 2026. Amazon said in September 2026 that it would not build in Hood County.
