The campus sits on the Washington Dulles Gateway tract between Shellhorn Road, Lockridge Road and the Dulles Greenway in Loudoun County, near the Loudoun Gateway Metro station and northwest of Washington Dulles International Airport. Broad Run crosses the tract.

Land and ownership

  • Sentinel Data Centers bought the 280.78-acre tract for $82.5 million in July 2018. It had earlier been planned as the International City mixed-use project.
  • SDC Capital Partners subdivided it as SDC Ashburn in 2019 and 2020. It sold Lot 2 (81.9 acres) to STACK Infrastructure in December 2021 for STACK's NVA04 campus.
  • SDC Ashburn Alpha I LLC has owned Lot 4 (50 acres, Import Plaza) since April 2020. Lot 3 became the 75.7-acre SDC Ashburn I land condominium on Low Latency Lane in November 2025. Lots 1 and 5 are mostly floodplain and undeveloped.

Import Plaza. On October 10, 2019, the Board of Supervisors rezoned 23.15 acres of Lot 4 as Project Nova (ZMAP-2019-0002). SDC leases the Import Plaza buildings to one tenant, Amazon Web Services. A special exception (SPEX-2025-0031) approved a fourth, storage building on June 16, 2026.

Low Latency Lane. SDC is building two four-story data centers, code-named Tarpon and Tuna, under site plan STMP-2022-0020 (Project NOVA Southeast), with a third pad held for future use. No tenant has been announced.

Infrastructure

  • Dominion Energy serves the campus. Import Plaza draws from Dominion's Shellhorn 230/34.5 kV substation about 0.3 km north. Dominion's Prentice Drive Substation (CMPT-2022-0009, approved 2023) sits on the Low Latency Lane condominium, and the SCC's 2026 Golden-to-Mars order loops new 230 kV lines into it.
  • Amazon's Virginia DEQ air permit 74214 covers 52 Caterpillar 3516C-HD 2.5 MW emergency generators and smaller units at Import Plaza. SDC's DEQ permit 74335 (March 2026) covers 76 Cummins generators with SCR controls at Low Latency Lane: 64 rated 3,500 kW and 12 rated 3,250 kW.

Milestones. Tract purchase in 2018; Project Nova rezoning in 2019; first Import Plaza building in 2021; Prentice Drive Substation approved in 2023; Low Latency Lane foundations in 2025; Low Latency Lane air permit and Import Plaza storage building approved in 2026.
