PointOne: Charles City RIC Campus

PointOne plans a hyperscale data center campus on about 250 acres east of Roxbury Road (VA Route 106) and north of Chambers Road in Charles City County, about 20 miles east of Richmond. The land sits in the county's Roxbury industrial corridor, beside Dominion Energy's Chickahominy 500/230 kV substation.

• Land: Seven parcels zoned M-1 and M-2, where data centers have been a by-right use since April 2024. The county confirmed the use in November 2025 and June 2026. The applicant is PointOne Richmond, LLC. County tax records still list the prior owners.
• Plan: Bowman's September 2025 site plan shows six buildings (RIC1 to RIC6) in three phases, two electrical substations, a Dominion substation pad, a Virginia Natural Gas facility and two turbine yards.
• Power: PointOne's December 2025 DEQ air permit application covers 35 Solar Titan 130 gas turbines for prime power, 252 Caterpillar 3 MW diesel generators, 18 house generators and four black-start engines. In June 2026 the zoning administrator ruled that turbines and gas engines are not accessory uses, but allowed fuel cells. PointOne appealed to the Board of Zoning Appeals, which heard the appeal in October 2026.
• Water and permits: The plan includes an on-site well, two sewer pump stations and county wastewater plant upgrades. DEQ granted wetland permit coverage in February 2026.
• Context: Residents oppose the gas plant, noise and groundwater use. Diode Ventures withdrew its Roxbury Technology Park, on separate land across Roxbury Road, in August 2025.
