O-Green, an investment fund linked to the Sultanate of Oman, will finance a 570MW data center campus at San Mateo de Gállego in Zaragoza. The project replaces a Vantage Data Centers campus announced for the same area in September 2025. elEconomista reports the total investment reaches €7.446 billion if all four phas

The campus is named CDC San Mateo. elEconomista and El Periódico de Aragón name Copiapo as the developer, a company formed by renewable energy developer Atalaya Generación Eólica and industrial land developer Posidonia Inversiones, with O-Green supplying the finance. Heraldo de Aragón and DCD instead name the Aragonese company Desarrollos Ecoindustriales La Cartuja as the partner, the same developer that worked with Vantage on the Villanueva de Gállego plan. The documentation describes the campus as designed for hyperscale and high-density artificial intelligence workloads.
The first phase is budgeted at €1.195 billion for 2026 to 2029, including €1.170 billion for a 90MW data center, according to elEconomista. Grid access for that phase totals 90MW, with permits for 80MW at the Peñaflor substation and 10MW at Villanueva de Gállego, project documentation cited by DCD shows. Additional capacity requests remain pending, and the documentation states that even approved requests would not cover the 570MW target, so the schedule for later phases depends on new allocations and demand from future customers.
The full build-out covers 122 hectares next to the Río Gállego 1 industrial park, with seven buildings across four phases, about 1.22 million square meters of floor space and a completion target of 2035. The first phase could come online in 2029. Heraldo de Aragón reports an initial workforce of 150 people, rising to 657 during construction, and a second campus planned by the same developers at the PTR López Soriano industrial park in La Cartuja. Cooling would be dry, hybrid or evaporative depending on customer requirements, and the project plans to draw water from the Gállego River, with 225 cubic meters per day published for the first phase.
Vantage announced its Zaragoza campus in September 2025 with a €3.2 billion investment on 40 hectares in Villanueva de Gállego, planned in five phases over ten years with La Cartuja, according to elEconomista's report at the time. In July 2026, El Periódico de Aragón reported that Vantage and its Aragonese partners gave up the 40-hectare plot over technical problems connecting to the grid at the saturated Villanueva and Peñaflor nodes. DCD reports the alliance dissolved and the project moved to San Mateo de Gállego, and that DCD sought comment from Vantage.
Baxtel tracks 38 data center facilities in Aragon operated by 11 providers, led by Amazon AWS with nine sites, and records 341% growth in the region's power capacity since 2022. The project remains in preliminary environmental consultation, registered with the Instituto Aragonés de Gestión Ambiental, and the Government of Aragon has not approved the declaration of regional interest the developers are seeking.
