HUMAIN and DataVolt signed a preliminary framework agreement with Nebius for up to 50MW at Oxagon, the industrial city in Saudi Arabia's NEOM development. NEOM announced the framework on October 21, naming the AI cloud company an anch
or customer at a giga campus already under construction. DataVolt develops, owns, and operates the campus.
Nebius would take the capacity and run Nvidia-powered computing infrastructure inside it. The intended offtake covers about half of the initial 100MW now being built in the first phase, which is planned for 360MW. HUMAIN and DataVolt described the signing as a proposed international customer allocation, reached six weeks after construction began. Officials announced the framework on the sidelines of Nvidia's GTC Berlin conference.
Oxagon leases the land to DataVolt for the development and provides the operator with infrastructure support, Data Center Dynamics reported. The site is to be powered by NEOM's wind and solar assets. Oxagon sits on Saudi Arabia's Red Sea coast in Tabuk Province, part of a megaproject launched in 2017. The completed campus is planned for 1.5GW, according to Data Center Dynamics.
"The real measure of AI infrastructure is not how much capacity you build, but the demand you can secure and the value you can deliver," said Tareq Amin, CEO of HUMAIN. "Speed to market and infrastructure cost competitiveness will define the winners in the global AI compute race," said Rajit Nanda, CEO of DataVolt. "The agreement between HUMAIN, DataVolt and Nebius reflects growing global demand for AI-ready infrastructure," said Aiman Al-Mudaifer, managing director and chief executive of NEOM.
In August, HUMAIN and DataVolt said they had expanded their partnership to develop 100MW of the 360MW AI-ready campus at Oxagon, w.media reported. HUMAIN is owned by Saudi Arabia's Public Investment Fund. Baxtel tracks 42 data center facilities in Saudi Arabia, operated by 14 providers, and lists DataVolt's Oxagon (Neom) site at 300MW planned for 2028.
The capacity is expected to become operational in phases from the fourth quarter of 2027.
