United Kingdom: Despite Data Center Closures, UK Ministry Of Defence Payroll Shift To Oracle Cloud Proceeds.

In an effort to move its legacy enterprise resource planning (ERP) system to the cloud, the British Ministry of Defense has awarded Deloitte $2.5 million. The MOD intends to close its data center and migrate to Oracle Cloud, but the transition has been difficult. First reported by The Stack, the April contract follows a $4.9 million contract extension in November. The Ministry of Defense stated that "unforeseen" obstacles and "complex underlying design issues" caused the project to extend beyond its original deadline. In August 2021, Deloitte was awarded an $8.1 million systems integrator contract to transfer legacy and semi-proprietary payroll and HR software to Oracle Human Capital Management (OHCM) Global Payroll (GP), Oracle Expenses, and Workforce Compensation.

The MOD stated in the most recent additional contract that only Deloitte possesses the current specific functional and technical knowledge of the Authority's Payroll, as well as the tools offered to support data migration and Payroll Comparison Testing, which have been used to confirm and assure the present design and provide additional assurance once the mandated changes are implemented within the required timeframe. The MOD stated that it was forced to modify the scope and design of the projects due to the unanticipated number of data discrepancies discovered, which were then exacerbated by complex underlying design issues discovered in the legacy Payroll system. However, the MOD cautioned that it cannot continue to delay the relocation, as it plans to close the data center it presently uses by the end of the third quarter of 2023.
