The site is a former petrol station plot zoned Mittelgewerbegebiet under Bebauungsplan Nr. 5580/006 (1962), and the city's planning authority has assessed the proposed data center use as permissible under existing
zoning. A dedicated on-site transformer substation of approximately 500 sq m is planned east of the data center to supply the facility, while backup generator sets will be subject to a separate permit process.
