On April 2025, the Kosciusko County Commissioners unanimously voted to deny the rezoning request for Prologis’ proposed data center on 554 acres of farmland near Leesburg. This decision followed an earlier recommendation from the Area Plan Commission, which also unanimously recommended denial due to concerns about loss of prime farmland, environmental impact, and incompatibility with the county’s comprehensive plan.

The land is top-grade farmland; rezoning would have taken it out of food production for good. More than 1,000 residents signed against the plan, worried about water draw, traffic, noise, and disruption of the nearby Amish community. Officials also called it “spot zoning,” a break from the county’s long-range agricultural blueprint.

Prologis argued the site’s three 345 kV power lines made it rare and valuable, promising $35.8 million in taxes and 300 jobs over twenty years. After the vote, the company said it is walking away from Kosciusko County and will not revive this proposal.
