The facility requires 1.5 million gallons of water daily for cooling, which it plans to source via treated municipal wastewater in exchange for funding upgrades to the City of Pacific’s infrastructure.

Following local opposition over environmental impacts, the Franklin County Planning and Zoning Commission voted to deny the rezoning request in late April 2026, leaving the project stalled.
