Amazon Data Services acquired 220 acres near Loop 202 and W Dobbins Rd in Laveen (southwest Phoenix) for $277M ($1.2M/acre), closed Dec 2024. Seller: IDM Cos., which had assembled the site from the Smith Trust (70 ac) and Williams Family Trust (148 ac). The parcel sits in the South Mountain / Loop 202 tech corridor the city is courting for advanced manufacturing; TSMC once eyed it.

Power

• Electric utility: SRP (Salt River Project), the public power district serving Laveen. Not APS, and not ACC rate-regulated (SRP is governed by its own elected board; the ACC only sits as the line-siting authority for its transmission).
• SRP is building the South Mountain Transmission (SMT) Project to serve this corridor: a new 500/230/69 kV substation in Laveen tapping the Anderson-Orme 230 kV line, roughly 2-3 miles of new double-circuit 230 kV, and under a mile of new 500 kV. Existing Laveen load is served off the 69 kV Cheatham substation, which lacks capacity.
• Per SRP's CEC filing, the SMT project provides 1,200 MW of load-serving capability for the corridor and is routed near the "future large load" (the hyperscale anchor). The ACC granted the Certificate of Environmental Compatibility on 2025-01-15.
• SMT schedule (SRP open house): engineering 2025, construction 2026, in-service ~2027. No RTO (WECC); SRP is its own balancing authority.

Load (phased estimate)

• Amazon has published no capacity figure or schedule. ~500 MW full-build estimate, delivered in modeled phases (all low-confidence, tracked as Planned tranches):
  • Phase 1: ~150 MW, ~2028 (first data halls, after the SMT substation energizes ~2027)
  • Phase 2: ~150 MW, ~2030 (cumulative ~300 MW)
  • Phase 3: ~200 MW, ~2031-2032 (cumulative ~500 MW)
  • Headroom toward the corridor's 1,200 MW SMT capability beyond that.
• Water: Arizona water constraints are a live siting factor; no specifics published.

Status (2026-07)

• Land acquired Dec 2024; Amazon calls it a "potential" campus. No rezoning, permits, or building plans announced.
• Stage set to Planned to carry the modeled phase ramp; the ramp is a projection anchored to SRP's SMT schedule and 1,200 MW corridor capability, not an Amazon-published plan.
