Ryan Companies plans Southwest Crossing Data Park on 122 acres at the southeast corner of Estrella Road and Houser Road in Eloy, Pinal County. The site sits west of the Union Pacific line and north of the Santa Rosa Canal.

  • History: Ryan pivoted the site from a 1.8 million sq ft industrial plan. The owner of record is Cotton City Industrial Park LLC.
  • Plan: Up to three buildings of 285,120 sq ft each, on-site substations added as needed, and closed-loop cooling.
  • Approvals: Planning and Zoning recommended rezoning to General Industrial with a PAD overlay in January 2025. City Council approved it unanimously in February 2025 and raised the height limit to 60 ft.
  • Investment: About $687 million in construction cost, per AZBEX.
