Nebius Reports 32x Emissions Increase Amid Rapid Data Center Expansion

European neocloud provider Nebius reported a 32x increase in carbon emissions over the past year, driven by rapid data center expansion. In its 2025 sustainability report, the company recorded 65,001 tons of CO2e in combined Scope 1 and Scope 2 market-based emissions, up from 2,036 tons in 2024. Nebius attributed the rise to the growth of its operational footprint to seven active sites, with data centers accounting for 99% of its Scope 1 and 2 emissions.

Nebius did not report Scope 3 emissions, citing ongoing development of the systems and processes needed to collect reliable supply chain and activity data. The company said available information was insufficient for a representative 2025 inventory. The company reported a portfolio-wide average PUE of 1.25 in 2025, below the global industry average of 1.54, and a water usage effectiveness of 0.018 liters/kWh at its Finland-1 data center, attributed to closed-loop liquid cooling and air-based free cooling.

Nebius has yet to publish emissions reduction targets, saying they remain under development. The company highlighted its 328MW Bloom Energy fuel cell deal in the US, which it says will reduce local pollutants and water use, though the natural gas-powered system will still generate emissions. Nebius operates data centers across the US, Europe, and the Middle East and is reportedly planning a 1.2GW campus in Pennsylvania.Nebius_logo.width-880.webp
