Ivory Coast Plans First State-Owned Data Center For 2027 Launch

Ivory Coast is planning to build its first state-owned data center, with operations expected to begin in 2027. The project is being developed by Washington-based Cybastion Institute of Technology LLC at an estimated cost of $66 million, with financial support from the US Export-Import Bank. The funding is part of a larger financing package for Ivory Coast’s digitalization efforts announced in September 2025.

The data center will provide 1.73MW of IT capacity, 3MW of total power, 228 racks, and 10PB of storage. It will support public service modernization, cybersecurity, and data sovereignty while offering cloud hosting, colocation, and connectivity for government agencies. Cybastion is also developing data centers in Gabon and Cameroon and has partnered with Liberia on a data center and subsea cable project.

Côte d’Ivoire has a small private data center market, mainly in Abidjan, with operators including Equinix, Raxio, ST Digital, Paix Data Centres, and Stellarix. The country is expanding its digital infrastructure, with the US EXIM Bank also providing $47 million to support the digitalization of the Ministry of Finance and Industry. Cybastion is leading the effort alongside companies including Cisco, AWS, Motorola Solutions, and Microsoft. Cybastion and THEYA Foundation have also launched the Africa DigiEmpower program to provide digital skills training in Côte d’Ivoire.
