Documents sent to the council planning department and seen by the Bell describe a project of between 20MW and 100MW, depending on the final building design. The proposals are at the pre-application stage and are not final. Data Center Dynamics also reported the plans.
Glasgow City Council does not comment on "pre-application discussions on specific proposals as these are confidential or commercially confidential," a council spokesperson told the Bell.
The land forms part of the former Cowlairs Railway Works, which closed in 1968. Allied Vehicles recently brought the site back into use and now runs a vehicle refurbishment center on part of it. Most of the former main works was converted into the Carlisle Street Business Park and Cowlairs Industrial Estate.
Allied Vehicles was founded in 1993 and supplies adapted and special purpose vehicles, including taxis, wheelchair-accessible vehicles, and minibuses. Founder Gerry Facenna holds a majority stake in the company.
The proposal comes as Scotland tightens planning rules for large data centers. On September 16, 2026, the Scottish Parliament backed a de facto temporary moratorium on new hyperscale data centers above 50MW. The Scottish Government also introduced legislation requiring a full environmental impact assessment for such projects. SNP minister Hannah Mary Goodlad said full planning guidance would be published by the end of the year. "We do not agree that there should be a moratorium," she said. "Rigorous scrutiny of a proposed development by capable planning professionals, backed up by environmental assessment, is more appropriate than a blanket suspension of all developments."
Baxtel tracks 13 data center sites in Glasgow, operated by five providers, and 47 facilities across Scotland. The largest in Scotland is DataVita's Lanarkshire DV1 site at 12MW.
The Allied Vehicles project remains at the pre-application stage, before any formal application is submitted.
