OpenAI is planning a massive data center campus, dubbed Project Camellia, in Effingham County, Georgia, located within the Savannah Gateway Industrial Hub near Savannah.
Expected to cost between $20 billion and upwards of $30 billion, the self-developed site will feature four data center buildings spanning 4.4 million square feet. OpenAI has contracted with Georgia Power Company to deliver electricity in phases between 2028 and 2032, pledging to cover all related infrastructure and power service costs to ensure local utility rates do not rise.
To minimize environmental and grid impacts, the facility will use a closed-loop water system for cooling and provide up to 1 GW in flexible demand response during peak periods. Alongside bringing tax revenue and thousands of construction and permanent jobs to the region, OpenAI has committed $80 million to a local community fund and up to $71 million in Codex AI credits for Georgia college and technical students.
