Overview
This site is Phase 1 of the Stratos Project (branded as Wonder Valley), Kevin O'Leary's 9 GW off-grid AI data center and natural-gas power campus on ~40,000 acres in western Box Elder County, Utah. The campus is split across two named phase areas: Hansel Valley (Phase 1, this site) and Locomotive Springs (Phase 2, separate site).

Scale and Power
- ~3 GW total Phase 1 capacity, all on-site natural gas generation

- 100% off-grid — bypasses PacifiCorp / Rocky Mountain Power
- Gas supply via a Tallgrass Energy deal tapping unused Ruby Pipeline capacity
Approvals
- MIDA approved Stratos Project Area April 2026
- Box Elder County Commission approved Resolution 26-11 on 5/4/2026 — consenting to MIDA designation
- Air permit (Utah DEQ DAQ Notice of Intent) has not yet been filed; ~150–200 day engineering review required before construction
- 100% landowner consent on private parcels (Bar H Ranch, Bar H Land LLC, Murray Hollow LC, Bull Pass Ranch, and others)
Development Agreement Constraints
- 55 dB noise limit at site boundary (both data center and power plant)
- Dark-sky lighting compliance
- Developer funds all public infrastructure (roads, sewer, water)
- Building heights tied to county fire response capacity
- Data center and power plant treated as separate Public Water Systems (per Utah DDW)
