Grandilla (Arizona) Inc. and Foot Creek Corporation co-own 917 acres
at the northeast corner of 491st Avenue and Thomas Road in Tonopah, Maricopa
County, Arizona, approximately 50 miles west of Phoenix, rezoned to IND-2 Light
Industrial in December 2025 to accommodate a data center campus with solar,
battery storage, and gas generation. At full build-out the site plans up to nine
data center buildings of 250,000 sq ft each, totaling 2.25 million sq ft, to be
powered primarily by the adjacent Harquahala Sun complex (450 MW solar +
1,200 MWh BESS, operational 2025) and the under-construction Maricopa Energy
Center (550 MW solar + 2,200 MWh BESS, target 2026–2027), both under 20-year
power purchase agreements with Arizona Public Service. Maricopa County
approved the Comprehensive Plan Amendment and zone change with 12 binding
conditions, including a water-efficient hybrid cooling requirement and site use
restricted exclusively to data storage, solar, battery storage, and gas generation
facilities.
