The development plan called for 12 industrial-scale buildings and two dedicated electrical substations centered around the intersection of Vaughn and Center Point Roads.

Despite its potential for significant tax revenue, the project was officially withdrawn in February 2026, following intense community pushback and a refusal by the Carroll County Board of Commissioners to support the necessary land annexation into the City of Temple. While the current proposal is inactive, it remains a "pull-and-return" candidate, meaning the developer may refile a scaled-down or modified version of the project in the future.
