Sailfish Investors proposed this data center campus on the southeast side of Social Circle, Georgia, between Social Circle Parkway (the SR 11 bypass) and Amber Stapp Studdard Road, north of East Hightower Trail in Walton County.

  • Land: About 340 acres in four tax parcels: 1705, 1677 and 1599 Amber Stapp Studdard Rd and 0 Social Circle Pkwy. The 2024 DRI filing lists ZMS, LLC of Duluth as owner and Sailfish Investors Acquisitions, LLC as applicant.
  • Plan: Four data center buildings totaling 1,786,832 sq ft, an on-site substation, an equipment yard and 276 parking spaces. The main entrance is on Social Circle Parkway. Sailfish pitched it as a build-to-suit for a single hyperscaler.
  • Approvals: Filed as DRI #4329 in November 2024. Walton County consented to annexation in December 2024. In January 2025 the city annexed the land 3-2 on the mayor's tie-break, rezoned it to Light Industrial and granted a special-use permit. The zoning reverts to agricultural if no data center is built.
  • Infrastructure: The East Social Circle-Eatonton 230 kV line and a 115 kV line cross the eastern parcel. The East Social Circle 230/115 kV substation sits about 1.6 km north. The City of Social Circle would supply water and sewer.
  • Environment: The site drains to Means Creek, less than half a mile upstream of the Hard Labor Creek Regional Reservoir.
  • Status: In September 2025 city officials said the project appeared to have foundered. Sailfish now markets only Texas sites. Other developers have since won approvals on neighboring land along Fairplay Drive and Roy Malcom Road.
