Planned

Latos Data Centres plans a three-building hyperscale campus on Rover Way in Tremorfa, south-east Cardiff, on the Severn Estuary shore.

Site

The 16.42-hectare (40.6-acre) site is Cardiff Council land, once a non-domestic landfill known as the "frag tip" and later a council-run motocross track. The council leased it to Parc Calon Gwyrdd (PCG) in 2019, after an earlier biomass plan lapsed. The site borders Rover Way, the Sims Metals yard, Welsh Water's East Moors treatment works and the Severn Estuary SSSI/SPA.

Plans

  • Consent: Cardiff Council approved application 24/00624/FUL (PCG, Latos and Tremorfa Energy Park) in October 2024 and issued permission in April 2025. It covers fill removal and reprofiling, the data centre and a battery energy park. A £250,000 legal agreement funds biodiversity mitigation.
  • Design: Three eight-storey Tier III buildings, up to 25 m tall, with 50,400 m² (542,500 sq ft) of floor space. Create Architecture is the architect. RWO holds the civil, structural and geo-environmental engineering contract.
  • Access: A new entrance off Rover Way serves the data centre. The energy park uses Tide Fields Road.

Power

Latos plans a National Grid supply, with a secondary feed from the adjacent Tremorfa Energy Park: 828 containerised battery units rated at 1,000 MW, with a central substation. National Grid's Tremorfa 275/33 kV substation adjoins the site.

Status

No construction had started by late 2026. In June 2026 the High Court wound up co-applicant Tremorfa Energy Park Ltd on a creditor's petition. The planning permission runs to April 2030.
