Atlas Development: Roy Malcom Campus

Three adjoining tracts form this planned data center complex on the southeast side of Fairplay Drive and Roy Malcom Road in Social Circle, Walton County, Georgia. It runs from Social Circle Parkway (SR 11) nearly to Hawkins Academy Road.

• Land: About 510 acres. The Hawkins Academy tract combines 146.8 acres owned by the Peters family since 1991 with a 5-acre lot on Hawkins Academy Road. A private owner holds 123 acres at 1402 Roy Malcom Road. WSG Land, LLC owns about 235 acres on Fairplay Drive, which 3Rivers Development entitled as Malcom Park. No sale to the developers is recorded.
• Approvals: The city annexed, rezoned to Light Industrial and granted data center special-use permits in three steps: September 2025, November 2025 and April 2026. The City Council approved the Hawkins Academy tract on November 6, 2025, overriding a Planning Commission rejection. Buildings are limited to one story. The Hawkins Academy zoning reverts to agricultural if work does not begin by November 2028.
• Infrastructure: Georgia Power's East Social Circle 230/115 kV substation sits in a cutout of the Hawkins Academy tract. A 115 kV line crosses the middle tract. Walton County supplies water under a 2025 agreement.
• Team: Atlas Development and WSG Land lead the Hawkins Academy tract, and Thomas & Hutton represents the owners.
• Status: The team says an operator is identified but unnamed. It said construction could start in fall 2026. No site work was visible in October 2026 imagery.
