Portugal Greenlights National Data Center Strategy

Portugal has adopted new rules governing data center development.The country’s Council of Ministers has approved the National Data Center Plan (PNCD) and its 2026–2027 Action Plan, which were formalized on March 19, 2026, and published on April 13

The initiative sets out guidelines to accelerate the development of the sector in Portugal, structured around four pillars designed to reduce long-standing barriers to data center growth. Under the regulation and governance pillar, the Portuguese Agency for Investment and Foreign Trade (AICEP) is designated as the single point of contact for investors, responsible for coordinating projects and streamlining decision-making across public agencies. The framework also introduces maximum deadlines for licensing processes.

The energy and infrastructure pillar provides for the identification of pre-zoned land with approved planning, basic infrastructure, and grid connections, in coordination with REN (National Energy Networks). The plan leverages mechanisms under Decree-Law 80/2023, which allows for the reallocation of unused grid capacity to high-demand projects, with priority given to data centers classified as Projects of National Interest. The demand and market pillar enables direct state participation through the Portuguese Development Bank in strategic projects, helping reduce risk for private investors. It also establishes an AICEP portal providing structured information on land availability, energy access, regulatory timelines, and tax incentives. 

Portugal sees 2026 and 2027 as critical years for attracting major international hyperscale operators as they finalize infrastructure strategies across Europe. Microsoft has already announced a major investment in Sines in partnership with Start Campus, including the deployment of more than 12,000 next-generation Nvidia GPUs, with operations scheduled to begin in early 2026. From a project management standpoint, the new legislation is notable primarily for what it removes. Pre-zoned land allows site selection to move from feasibility to commitment without relying on previously slow and uncertain planning processes. The introduction of a single investor contact point also reduces the need for developers to coordinate across multiple agencies, shifting part of that responsibility to the state. Meanwhile, fixed maximum licensing deadlines are intended to improve predictability around project timelines.
