The system combines solid-state transformers, battery energy storage, and equipment that adjusts direct-current voltage for computing hardware. Envision's Dubhe Controller, supported by its Dubhe Energy Foundation Model, coordinates the transformers and batteries in real time to match power supply with computing demand and manage sudden load swings. The solid-state transformer converts 10 kV medium-voltage AC from the grid to an 800V DC bus that serves the hardware. Envision says the architecture cuts cabling and copper requirements and supports higher computing density in the same footprint.
Envision develops and operates the Galaxy campus and supplies the power system itself. The company did not name a customer for the 800VDC capacity. Data Center Dynamics reports that the type of accelerators running at the site has not been disclosed and that it is not aware of another data center running an 800VDC power setup.
The campus began operations in August 2026. Envision now puts the campus's planned capacity at 3GW, designed to support up to one million AI accelerators at full build-out, with more than 80% of its power planned to come from direct renewable electricity connections. The August commissioning release described the campus as designed to scale to over 2GW of capacity.
"AI data centers need power systems that coordinate renewable energy, energy storage, and the grid to meet computing demand," said Kevin Huang, Senior Vice President of Envision Energy and President of Energy Storage and AIDC Power Systems.
Envision was founded in 2007 as a wind turbine manufacturer and says it has installed 100GW of wind turbines, including 20GW added globally in 2025, according to Data Center Dynamics. pv magazine reports that the company showed a 2.5MW solid-state transformer at The smarter E Europe 2026 in Munich in July, with specifications listing a 10/13.8 kV AC input, an 800V DC output, and 98.5% conversion efficiency.
Bloomberg reported on Nov. 2 that the Galaxy Campus is expected to be finished by the end of 2028. Baxtel tracks 46 data center facilities in Inner Mongolia totaling 767MW, within a China market of 300 facilities and 5,077MW. China Telecom operates the most sites in Inner Mongolia with 10, and the largest facility is Bank of China's Horinger site in Hohhot at 40MW.
Ulanqab has drawn other large AI infrastructure plans. Baxtel has reported that DeepSeek plans a 1GW data center in the city and that ByteDance was in talks to secure 5 to 6GW of compute capacity there. Envision's Mission Gobi initiative, unveiled at VivaTech in Paris in June 2026, targets 5GW of green AI data center capacity in desert regions worldwide by 2030.
