A $366 million data center project, named Project Longhorn – Building One, has been filed with the Texas Department of Licensing and Regulation. The 498,165 sq ft (46,281 sqm) facility is planned for Earl Callahan Road near Walter Hoffman Road in Cedar Creek, Bastrop County. Construction is scheduled to begin on November 30, 2026, with completion targeted for January 2028. Black Chamber, Pacifico Energy, and Anthropic did not respond to requests for comment on a proposed 2,842-acre gas-fired power facility intended to support a major data center campus in the area. Anthropic is reportedly in talks to lease capacity at the campus.
At full buildout, Project Longhorn is expected to provide 710MW of redundant power from natural gas turbines, supporting 490MW of IT capacity. The project is near EdgeConneX’s Bastrop County campus, which could eventually exceed a dozen buildings across 1,500 acres. Some capacity is expected to be leased to AI cloud provider CoreWeave. In September, Texas Governor Greg Abbott halted new data center permits pending an audit of projects seeking to connect to the ERCOT grid, which is expected to be completed by December.
Despite Texas’ permitting pause, the new Cedar Creek filing suggests the project is progressing. Pacifico Energy, the energy arm of Pacifico Group, develops renewable and fossil fuel projects. Earlier this year, it secured a 7.65GW air permit for its planned 5GW GW Ranch project in West Texas. Black Chamber Partners, founded in 2019, develops powered shells for hyperscalers, with much of its activity focused on Northern Virginia.
